If you have ever had another account which used PayPal as a payment method you will not be able to add it to a new account until you first follow these steps:
1) Log into your PayPal account
2) Delete the billing agreement with Crunchyroll in PayPal's settings
Doing this will free up this PayPal account to be used on a different Crunchyroll account.
If you are still having issues after this, as a troubleshooting technique please first try to add PayPal as a payment method using a mobile device. Any issues beyond that will require a help ticket. Please be sure to include the email address on the PayPal account you are attempting to use.
